Union Minister of State for Defense and Tourism, Ajay Bhatt, has written a letter to Chief Minister Pushkar Singh Dhami, urging for the exemption of the Clinical Establishment Act-2010 (CEA) in Uttarakhand. Bhatt highlights that neighboring states like Uttar Pradesh, Bihar, Punjab, and Haryana have agreed to register only hospitals with more than 50 beds, whereas all private clinics, hospitals, and clinical laboratories in Uttarakhand are currently temporarily registered under the CEA.
नवीन समाचार, नैनीताल, 29 जून 2023। केंद्रीय रक्षा एवं पर्यटन राज्य मंत्री व तथा नैनीताल ऊधमसिंह नगर संसदीय क्षेत्र से सांसद अजय भट्ट ने उत्तराखंड के मुख्यमंत्री पुष्कर सिंह धामी को पत्र लिख कर सीईए यानी क्लीनिकल अवस्थापना अधिनियम-2010 (Clinical Establishment Act-2010) को कैबिनेट से स्वीकृति दिए जाने को लेकर पत्र सौंपा है।
श्री भट्ट ने मुख्यमंत्री धामी को लिखे पत्र में कहा है कि उत्तराखंड में क्लीनिकल अवस्थापना अधिनियम 2010 लागू है। इस अधिनियम में प्रदेश के समस्त निजी क्लीनिक, अस्पताल और क्लीनिकल प्रयोगशालाएं अस्थाई रूप से पंजीकृत हैं। जबकि पड़ोसी राज्यों-उत्तर प्रदेश और बिहार में 50 तथा पंजाब, हरियाणा आदि में 50 से अधिक बिस्तरों के अस्पताल को ही पंजीकृत करने पर सैद्धांतिक सहमति जताई है।
पूर्व में इस विषय पर आईएमए के पदाधिकारियों को आश्वस्त किया गया था कि राज्य के छोटे अस्पतालों को इस अधिनियम में छूट दी जाएगी, और शीघ्र इस प्रस्ताव को कैबिनेट में लाया जाएगा। श्री भट्ट ने कहा कि उन्होंने भाजपा के प्रदेश अध्यक्ष रहते तत्कालीन मुख्यमंत्री से भेंट करके भी उस समय प्रकरण को सुलझा लिया था। छोटा राज्य होने के कारण भी यह आवश्यक है। परंतु इस पर अब तक कोई उचित कार्यवाही नहीं हो पाई है।
श्री भट्ट ने कहा है कि पूर्व में उन्होंने इस विषय को संसद में भी उठाया था, और व्यक्तिगत रूप से केंद्रीय स्वास्थ्य मंत्री से भी भेंट की थी। तब उन्हें बताया गया था कि अधिनियम में छूट प्रदान करने के लिए राज्य सरकार पूर्ण रूप से सक्षम है। इधर उन्हें पता चला है कि इस बारे में लगभग तीन-चार महीने पूर्व मंत्रालय द्वारा कैबिनेट में लाने हेतु मुख्यमंत्री सचिवालय को प्रस्ताव भी भेजा गया है। लिहाजा इस प्रस्ताव को मंत्रिमंडल की बैठक में लाकर छूट दिया जाना आवश्यक है। (डॉ. नवीन जोशी)आज के अन्य नवीन समाचार पढ़ने के लिए यहां क्लिक करें।यदि आपको लगता है कि ‘नवीन समाचार’ अच्छा कार्य कर रहा है तो हमें सहयोग करें..
Union Minister Bhatt wrote a letter to the Chief Minister demanding exemption in CEA (Clinical Establishment Act-2010)

Union Minister of State for Defense and Tourism and Member of Parliament from Nainital Udham Singh Nagar parliamentary constituency Ajay Bhatt has written a letter to the Chief Minister of Uttarakhand Pushkar Singh Dhami and handed over the letter regarding the approval of the CEA i.e. Clinical Establishment Act-2010 from the cabinet.
In a letter written to Chief Minister Dhami, Mr. Bhatt has said that the Clinical Establishment Act 2010 is applicable in Uttarakhand. Under this act, all the private clinics, hospitals and clinical laboratories of the state are temporarily registered. Whereas in the neighboring states-Uttar Pradesh and Bihar, 50 and in Punjab, Haryana etc. have agreed in principle to register only hospitals with more than 50 beds.
Earlier, IMA officials were assured on this subject that small hospitals of the state would be exempted from this act, and soon this proposal would be brought to the cabinet. Mr. Bhatt said that he had resolved the matter at that time even after meeting the then Chief Minister when he was the State President of BJP. It is also necessary because of being a small state. But no proper action has been taken on this till now.
Shri Bhatt has said that in the past he had raised this issue in Parliament as well, and had also personally met the Union Health Minister. He was then told that the State Government was fully competent to grant exemptions in the Act. Here he has come to know that a proposal has also been sent to the Chief Minister’s Secretariat about three-four months ago by the ministry to bring it in the cabinet. Therefore, it is necessary to exempt this proposal by bringing it in the cabinet meeting.
