The incident unfolded when Ritesh went missing on June 5, later informing his family that he was safe in a Tamil Nadu ashram. Shockingly, news emerged that he was discovered burnt and bound on the side of a road in Tripura, an industrial area near Chennai. Passersby alerted the local police, who promptly admitted Ritesh to a nearby hospital.

प्राप्त जानकारी के अनुसार उत्तरकाशी विकासखंड नौगांव के कंडाऊं गांव निवासी 20 वर्षीय रितेश सेमवाल पुत्र राम प्रसाद सेमवाल बीती 5 जून को घर से बिना बताए कहीं चला गया था। इधर कुछ दिन पहले उसने परिजनों को फोन कर तमिलनाडु में किसी आश्रम में सही सलामत होने की बात कही थी। लेकिन कुछ दिन बाद ही उसके चेन्नई से करीब 5-6 घंटे की दूरी पर स्थित इंडस्ट्रियल एरिया त्रिचूर में जली हालत में सड़क के किनारे पड़े होने की जानकारी मिली। उसके दोनों हाथ बंधे हुए थे और चेहरा और शरीर झुलसा हुआ था। वहां से गुजर रहे कुछ मजदूरों ने उसे देखा तो स्थानीय पुलिस को जानकारी दी। इसके बाद स्थानीय पुलिस ने युवक को पास के ही अस्पताल में भर्ती कराया है।
इधर घटना की सूचना मिलने पर परिजन परेशान हैं। रितेश के पिता राम प्रसाद की तहरीर पर राजस्व चौकी नौगांव में अज्ञात के विरुद्ध धारा 326 ए के तहत मुकदमा दर्ज किया गया है और मुकदमे को नियमित पुलिस को थाना पुरोला ट्रांसफर कर दिया गया है।
पीड़ित रितेश के पिता राम प्रसाद सेमवाल ने बताया कि इस महीने की 5 तारीख को रितेश ने नौगांव जाने और शाम तक लौटने की बात कही थी। लेकिन देर शाम तक भी वह घर नहीं लौटा। आस-पास दोस्तों, रिश्तेदारों से भी बात की गई, लेकिन किसी को रितेश की कोई खबर नहीं थी। परिवार वाले परेशान हुए, कई बार रितेश को फोन करने की कोशिश की गई, लेकिन फोन नहीं लगा। आगे रितेश ने घर से जाने के 5 दिन बाद अपने परिवार को फोन किया, और बताया कि वह तमिलनाडु के किसी आश्रम में है। वहां से उसने अपनी मां से वीडियो कॉल पर बात भी की।
रितेश के पिता के अनुसार उसने बताया कि वह अच्छी जगह है। खाने रहने की व्यवस्था अच्छी है। फिर दो दिन बाद कॉल करके रितेश ने पैसे मांगे, परिवार ने जैसे-तैसे कर के किसी से ऑनलाइन माध्यम से पहले 2 हजार और फिर पांच हजार रुपए भेजे। पिता का कहना है कि दो दिन बाद रितेश ने फिर 10 हजार की मांग की। परिवार ने और पैसे भेजने में असमर्थता जताई तो रितेश ने उसके बाद न फोन किया और न फोन उठाया।
पीड़ित के पिता ने आगे बताया कि 19 जून को खुद को बिहार के मजदूर बताने वाले दो व्यक्तियों का उनके घर पर एक फोन आया, और बताया की रितेश झुलसी हालात में बेहोश पड़ा मिला है। इसके बाद उन्होंने स्थानीय पुलिस को जानकारी दी और पुलिस की मदद से रितेश को स्थानीय अस्पताल ले जाया गया, जहां उसका इलाज किया जा रहा है। बताया गया है कि रितेश का शरीर 40 फीसदी झुलसा हुआ है। लेकिन फिलहाल वह खतरे से बाहर है। परिवार तमिलनाडु नहीं पहुंच पाया तो सोशल मीडिया की मदद से कुछ उत्तराखंड मूल के लोग तमिलनाडु में मदद के लिए सामने आये और रितेश को देखने अस्पताल पहुंचे। मौके पर मौजूद लोगों ने और पुलिस ने रितेश से पूरी घटना के बारे में पूछा तो वह कुछ भी बताने की हालत में नहीं था।
पीड़ित के पिता का कहना है कि वह अधिक पढ़े-लिखे नहीं हैं, इतनी जानकारी भी नहीं है। उत्तराखंड के नौगांव से तमिलनाडु जाने में सक्षम भी नहीं हैं और आगे के इलाज के लिए आर्थिक रूप से सक्षम भी नहीं है। पीड़ित बीपीएल परिवार से आता है, पिता पेशे से पुजारी हैं और खेती बाड़ी का काम करते हैं। ऐसे में उन्हें सरकार और प्रशासन से मदद की उम्मीद है। पिता का कहना है की उनके बेटे को तमिलनाडु से उत्तराखंड लाया जाए और आगे का इलाज यहीं किया जाये। साथ ही आगे के इलाज के लिए सरकार से आर्थिक मदद की गुहार भी लगाई है।
पिता का कहना है कि उनके बेटे के साथ जिस किसी ने भी ऐसी करतूत की है, उसके खिलाफ कड़ी से कड़ी कार्रवाई हो और दोषियों को जल्द से जल्द गिरफ्तार किया जाए। साथ ही उन्होंन इस बात की जांच करने की भी मांग की है कि क्या किसी ने उनके बेटे को को एसिड, पेट्रोल या डीजल से जलाने की कोशिश की है। साथ ही हमलावर कौन थे, इसका भी पता लगाकर कार्रवाई की जाए।

Uttarakhand’s son found burnt in critical condition in Tamil Nadu under suspicious circumstances, poor father pleads for help
Naveen Samachar, Uttarkashi, 23 June 2023. A heart-wrenching incident has been carried out in Tamil Nadu with a young man from Uttarkashi district of Uttarakhand. An attempt has been made to burn the young man, due to which he has scorched up to 40 percent. The youth is undergoing treatment at a hospital in Tamil Nadu. The relatives are contacting there, but he is not in a position to speak.
According to the information received, 20-year-old Ritesh Semwal’s son Ram Prasad Semwal, a resident of Kandaun village of Uttarkashi development block Naogaon, had gone somewhere on June 5 without informing. Here, a few days ago, he had called his family members and said that he was safe in an ashram in Tamil Nadu. But only a few days later, information was received that he was lying on the side of the road in a burnt condition in the industrial area Tripura, which is about 5-6 hours away from Chennai. Both his hands were tied and his face and body were charred. When some laborers passing by saw him, they informed the local police. After this, the local police admitted the young man to a nearby hospital.
Here the relatives are upset after getting the information about the incident. On the Tahrir of Ritesh’s father Ram Prasad, a case under Section 326A has been registered against the unknown at the revenue outpost Naogaon and the case has been transferred to the regular police station Purola.
Ram Prasad Semwal, father of the victim Ritesh told that on 5th of this month, Ritesh had told to go to Naugaon and return by evening. But he did not return home even till late evening. Nearby friends and relatives were also talked to, but no one had any news of Ritesh. The family members were worried, tried to call Ritesh many times, but the phone did not work. Further Ritesh called his family 5 days after leaving home, and told that he is in an ashram in Tamil Nadu. From there he also talked to his mother on video call.
According to Ritesh’s father, he told that it is a good place. The arrangement for eating and living is good. Then after two days, Ritesh called and asked for money, somehow the family sent Rs 2,000 and then Rs 5,000 to someone online. Father says that after two days Ritesh again demanded 10 thousand. When the family expressed its inability to send more money, Ritesh neither called nor picked up the phone after that.
The victim’s father further said that on June 19, a call was received at his house by two persons posing as laborers from Bihar, and told that Ritesh was found lying unconscious in scorched condition. He then informed the local police and with the help of the police, Ritesh was taken to a local hospital, where he is being treated. It has been told that 40 percent of Ritesh’s body is scorched. But at the moment he is out of danger. The family could not reach Tamil Nadu, so with the help of social media, some people of Uttarakhand origin came forward to help in Tamil Nadu and reached the hospital to see Ritesh. When the people present on the spot and the police asked Ritesh about the whole incident, he was not in a condition to tell anything.
The victim’s father says that he is not very educated, does not even have that much information. Not even able to go to Tamil Nadu from Naugaon in Uttarakhand and not financially capable for further treatment. The victim comes from BPL family, father is a priest by profession and works in agriculture. In such a situation, they expect help from the government and administration. The father says that his son should be brought from Tamil Nadu to Uttarakhand and further treatment should be done here. Along with this, he has also requested the government for financial help for further treatment.
The father says that whoever has done such an act with his son, strict action should be taken against him and the culprits should be arrested as soon as possible. Along with this, he has also demanded an inquiry whether anyone tried to burn his son with acid, petrol or diesel. Also, action should be taken after finding out who were the attackers.
On the other hand, Uttarkashi Superintendent of Police Arpan Yaduvanshi said that the Uttarkashi Police is in touch with Trichur Police of Tamil Nadu. An update has been sought regarding the matter. After talking to the victim’s family, he will be taken to Tamil Nadu along with the police team for identification. Presently the victim is not able to tell anything. His treatment continues. District Magistrate Uttarkashi said that after the matter came to the notice, the matter has been transferred from Revenue Police to Purola police station. Further action will be taken by the police department. Assuring help to the victim’s family, he said that whatever help is available to the family will be given.
