नवीन समाचार, नैनीताल, 23 जून 2023। उत्तराखंड उच्च न्यायालय की न्यायमूर्ति रवींद्र मैठाणी की एकलपीठ ने उत्तराखंड बहुद्देशीय सहकारी ऋण समितियों (पैक्स) के चुनाव (PACS elections) पर राज्य सरकार को सुनवाई की अगली तिथि 28 जून तक स्थिति स्पष्ट करके अवगत कराने के निर्देश दिए हैं।
शुक्रवार को उच्च न्यायालय में न्यायमूर्ति रवींद्र मैठाणी की एकलपीठ में बहुद्देशीय सहकारी ऋण समिति (पैक्स) खटीमा के अध्यक्ष लेखराज सिंह की याचिका पर सुनवाई हुई। याचिका में कहा गया है कि प्रदेश में बहुद्देशीय सहकारी ऋण समितियों के जुलाई 2018 में हुए चुनाव का पांच वर्ष का कार्यकाल जुलाई 2023 में समाप्त हो रहा है।
उत्तराखंड सहकारी समिति अधिनियम 2003 एवं सहकारी समिति नियमावली 2004 में प्रावधान है कि कार्यकाल समाप्त होने के तीन माह पहले चुनाव प्रक्रिया आरंभ हो जानी चाहिए, लेकिन अभी तक राज्य सरकार ने चुनाव प्रक्रिया प्रारम्भ तक नहीं की है और चुनाव का कार्यक्रम घोषित नहीं किया है। ऐसा लगता था कि सरकार की मंशा समितियों पर प्रशासक नियुक्त करने की है।

The High Court asked the state government to clarify the position on PACS elections within 5 days.
Naveen Samachar, Nainital, 23 June 2023. A single bench of Justice Ravindra Maithani of the Uttarakhand High Court has directed the state government to clarify the position on the election of Uttarakhand Multipurpose Cooperative Credit Societies (PACS) by June 28, the next date of hearing.
On Friday, a hearing was held on the petition of Lekhraj Singh, President of Multipurpose Cooperative Credit Society (PACS) Khatima, in a single bench of Justice Ravindra Maithani in the High Court. It has been said in the petition that the five-year term of the elections held in July 2018 for the multi-purpose cooperative credit societies in the state is ending in July 2023.
The Uttarakhand Cooperative Societies Act 2003 and Cooperative Societies Rules 2004 have provisions that the election process should start three months before the end of the term, but till now the state government has not started the election process and has not declared the election schedule. It seemed that the intention of the government was to appoint administrators on the committees. Therefore, in the petition, the court was requested to order the government to conduct the elections of the committees within the stipulated time.
