टिफिन टॉप (Tiffin Top) में बढ़ी दरारें, प्रशासन का प्रतिबंध निष्प्रभावी, खतरे की घंटी
The cracks on the hill of Tiffin Top-Dorothy Seat’s viewpoint in Nainital are widening, posing a danger to both the tourist destination and the lives of visitors. Despite the administration’s ban on tourist entry, the lack of a permanent arrangement to enforce it renders the ban ineffective. The district administration is awaiting the report of a survey team to initiate repairs and address the situation.

नवीन समाचार, नैनीताल, 30 जून 2023। कमजोर प्रकृति के नगर नैनीताल के एक एक दर्शनीय स्थल (Tiffin Top) टिफिन टॉप-डोरोथी सीट के व्यू प्वॉइंट की पहाड़ी पर आई दरारें लगातार चौड़ी होती जा रही हैं। प्रशासन ने यहां खतरनाक स्थिति में पहुंच चुके टिफिन टॉप के व्यू प्वॉइंट पर पर्यटकों का प्रवेश प्रतिबंधित करने का दावा किया था, लेकिन यह प्रतिबंध वहां पर्यटकों को रोके जाने की कोई स्थायी व्यवस्था न होने के कारण प्रभावी नहीं हो रहा है।
इससे एक ओर जहां व्यू प्वाइंट के ढहने से एक पर्यटन स्थल के समाप्त होने और इस कारण यहां रोजगार से जुड़े लोगों की आर्थिकी पर प्रभाव पड़ने की संभावना उत्पन्न हो गयी है, वहीं व्यू प्वाइंट पर पर्यटकों की उपस्थिति में पहाड़ी के ध्वस्त होने की स्थिति में जनहानि का भी खतरा उत्पन्न हो गया है।
उल्लेखनीय है कि टिफिन टॉप नैनीताल की प्रमुख ऊंची पहाड़ियों में नैना पीक व स्नो व्यू के बाद तीसरे स्थान पर दक्षिण-पश्चिम दिशा में स्थित अयारपाटा पहाड़ी पर समुद्र तल से 2292 मीटर की ऊंचाई पर स्थित है। ब्रिटिश काल में अंग्रेज यहां अपना टिफिन लेकर पिकनिक मनाने जाते थे, इसलिए इस स्थान को ‘टिफिन टॉप’ कहा जाता है। टिफिन टॉप का नाम एक अंग्रेज पेंटर महिला केलेट डोरोथी के नाम पर डोरोथी सीट भी कहा जाता है। जिनके नाम की एक ‘शीट’ यानी पट्टिका यहां लगी हुई है।
यहां पहुंचने के अयारपाटा, शेरवुड कॉलेज व बारापत्थर-लवर्स प्वॉइंट, लेंड्स इंड की ओर से 2-3 किलोमीटर व नैनीताल नगर से करीब 4 किलोमीटर की पैदल ट्रेकिंग करके या घुड़सवारी करके पहुंचा जाता है। इस स्थान से नैनीताल नगर व नैनी झील का एक अलग कोण से अद्वितीय नजारा दिखाई देता है।
इधर पिछले कई वर्षों से यहां, जिस विशाल चट्टान के शीर्ष पर टिफिन टॉप का व्यू प्वाइंट स्थित है, दरारें आ गई हैं, और इधर यह दरारें बढ़ती जा रही हैं। इसे देखते हुए जिला प्रशासन ने पिछले दिनों भू-वैज्ञानिकों, जिला आपदा प्रबंधन अधिकारी तथा सिंचाई, लोनिवि, राजस्व एवं वन विभाग के अधिकारियों की उच्च स्तरीय संयुक्त तकनीकी समिति से नैना पीक के साथ इसका भी सर्वेक्षण कराया था। अब प्रशासन को इस रिपोर्ट का इंतजार है। लेकिन प्रशासन ने यहां जो प्रतिबंध लगाए थे, वह निष्प्रभावी दिखाई दे रहे हैं।

Naveen Samachar, Nainital, 30 June 2023. The cracks on the hill of Tiffin Top-Dorothy Seat’s view point, a scenic spot in Nainital, a city of weak nature, are continuously widening. The administration had claimed to ban the entry of tourists at the view point of Tiffin Top, which has reached dangerous condition here, but this ban is not taking effect due to lack of any permanent arrangement to stop the tourists there.
Due to this, on the one hand, there is a possibility of the end of a tourist destination due to the collapse of the view point and thus affecting the economy of the people associated with employment here, on the other hand, in the event of the collapse of the hill in the presence of tourists at the view point. The danger of loss of life has also arisen.
It is worth mentioning that Tiffin Top is situated at an altitude of 2292 meters above sea level on the Ayarpata hill situated in the south-west direction in the third place after Naina Peak and Snow View in the major high hills of Nainital. The Tiffin Top is also called the Dorothy Seat after the name of Kellett Dorothy, an English painter. To reach here, Ayarpata, Sherwood College and Barapathar-Lovers Point, 2-3 km from Land’s End and about 4 km from Nainital town can be reached by trekking or horse riding. From this place, a unique view of Nainital city and Naini lake is visible from a different angle.
Here, for the last several years, cracks have appeared here, on the top of the huge rock on which the Tiffin Top view point is situated, and here these cracks are increasing. In view of this, the district administration had recently conducted a survey along with Naina Peak by a high-level joint technical committee of geologists, district disaster management officer and officials of Irrigation, PWD, Revenue and Forest Departments. Now the administration is waiting for this report. But the restrictions imposed by the administration here seem to be ineffective.
