The decision was made after a petition filed by Vinod Kumar Chauhan, a resident of Haridwar, alleging illegal appointment and financial irregularities by Joshi. The petitioner argued that Joshi lacked the required qualifications and experience for the role, and further accused him of misusing his authority and making decisions contrary to government directives.
